To support the declaration of martial law, they cited a series of violent acts committed by the Maute Group such as the attack on the military output in Butig, Lanao del Sur, in February 2016 and the recent incident where the group took over a hospital in Marawi City, Lanao del Sur, in May 23, 2017.

In a video apparently taken under duress by militants, Father Teresito Suganob said his captors wanted the military to withdraw its forces from Marawi, where Islamic militants still hold pockets of territory after a week of gunbattles with the army.
“It hit our troops. there must be some mistake there”, said Defense Secretary Delfin Lorenzana. The announcement provoked a flurry of criticisms, including from leading legislators, who argued that a nationwide Martial Law is a step too far.
“The Martial Law Administrator, the Martial Law Implementor, the Armed Forces of the Philippines, and other law enforcement agencies shall implement this order within the limits of prescribed by the Constitution and existing laws, rules and regulations”, the order said.
